PHILADELPHIA (February 26, 2021) – The National Association of Water Companies is pleased to announce April Ballou has been promoted to General Counsel. April joined NAWC in 2018 as Vice President of Legal and State Regulatory Affairs and has taken on numerous new responsibilities since joining the Association.
“For over a decade, I have collaborated with April on projects through her work at the Pennsylvania Public Utility Commission and the Federal Energy Regulatory Commission (FERC),” said NAWC President & CEO Robert F. Powelson. “The high quality of her legal analysis and deep understanding of issues faced by utilities, consumers, and regulators assures me that we have a very capable leader in April as our General Counsel. She brings an incredible working knowledge of the regulatory process and knows how to manage complex legal issues.”
April received her bachelor’s degree from the University of Virginia and JD from Washington & Lee School of Law. She started her legal career working at a law firm in Virginia before joining the FERC working in the Office of General Counsel, followed by seven years working for Powelson during his tenure as Chairman and Commissioner at the Pennsylvania Public Utility Commission, where she handled myriad legal and policy issues involving utilities of all types.
