He initiated a high impact pre-disconnect call program that drastically reduced water service shutoffs, saving customers from disconnection fees while reducing the operational costs of deploying field technicians. Additionally, Bill drove the adoption of online self-service forms and personally produced an educational video showing customers how to detect leaks, helping families save money and preventing valuable water from being wasted.
